Access to safe, stable and affordable housing can influence nearly every part of a community. It helps families establish roots, supports stronger neighborhoods and creates opportunities for residents to build long term financial stability.
Community Housing Capital, a nonprofit affordable housing lender based in Decatur, Georgia, is contributing to this work through financing and regional partnerships designed to expand housing opportunities. One of those partnerships has a meaningful connection to Clayton County.
Introducing Community Housing Capital
Community Housing Capital provides financing to nonprofit organizations developing and preserving affordable single family and multifamily housing. The organization lends exclusively to members of the NeighborWorks network, a national network of nonprofit community development organizations.
Since 2000, Community Housing Capital reports that it has helped finance more than 23,000 affordable homes. Its lending products support property acquisition, predevelopment, rehabilitation, construction, bridge financing and permanent financing.

The organization also reports that 93 percent of its loans reach families earning 80 percent or less of the area median income. This reflects a mission centered on helping nonprofit housing developers serve families and communities that may not be adequately served by traditional real estate financing.

The Connection to Clayton County
Community Housing Capital is listed as an early supporter of the WORTH Atlanta Homeownership Collaborative, a regional initiative organized through the Community Foundation for Greater Atlanta.
WORTH brings together nonprofit organizations, businesses, government agencies, builders, lenders and philanthropic partners to increase access to homeownership and expand the supply of homes available to low and moderate income buyers.
Clayton County is one of the collaborative’s five core counties, along with Cobb, DeKalb, Fulton and Gwinnett counties. The initiative seeks to create and preserve homeownership opportunities for more than 6,000 people from underserved communities throughout the five county region.
Community Housing Capital appears on the initiative’s published list of early supporters alongside the Clayton County Board of Commissioners and the City of Jonesboro Housing Authority. This places the organization within a broad coalition supporting housing solutions that specifically include Clayton County.

Expanding the Supply of Affordable Homes
The WORTH initiative supports nonprofit housing developers and builders working on eligible developments within Clayton County and the other participating counties.
Qualified nonprofit developers may apply for funding for predevelopment activities and housing developments that are ready to move forward. These early investments can help organizations complete planning, studies, site preparation and other work needed before homes can be built or preserved.
The collaborative’s approach also includes increasing the production of homes, expanding capital resources, supporting first time homebuyers and preserving homeownership for older adults and communities experiencing housing instability.
Community Housing Capital’s participation is significant because affordable housing projects often require multiple sources of support. Public agencies, nonprofit developers, philanthropic organizations and mission focused lenders may each play a different role in moving a development from an idea to completed homes.
Why This Work Matters in Clayton County
Affordable housing remains an important priority for Clayton County.
The county’s 2026 Annual Action Plan identifies decent housing, community development, affordable housing and homelessness prevention among its primary goals. The plan also states that extreme housing costs are one of the most significant housing challenges facing Clayton County’s low and moderate income households.
When housing costs consume too much of a household’s income, families may have less money available for food, transportation, health care, education and emergency expenses. A single financial setback can increase the risk of missed mortgage or rental payments, foreclosure, eviction or homelessness.
Clayton County’s housing plan emphasizes homeownership assistance, housing rehabilitation, new housing development and partnerships involving public, private and nonprofit organizations. The regional collaboration represented by WORTH aligns with that need for coordinated action.
Supporting Affordable Housing Across Metro Atlanta
Community Housing Capital has also supported affordable housing work through its relationship with Atlanta Neighborhood Development Partnership, commonly known as ANDP.
In 2022, Community Housing Capital announced a $3 million acquisition loan to help ANDP purchase and rehabilitate approximately 20 to 25 single family homes for affordable rental housing. The financing was structured as a seven year facility, including two years of interest only payments to help stabilize the properties as they transitioned into affordable rentals.
The announcement described the financing as part of ANDP’s broader effort to build or preserve affordable housing across metro Atlanta.
Publicly available information does not identify a particular Clayton County property financed directly by Community Housing Capital. Its clearest documented local connection is its role as an early supporter of the WORTH collaborative, which specifically includes Clayton County. The organization’s financing relationship with regional housing organizations such as ANDP provides another example of how mission focused capital can strengthen the broader affordable housing network serving metro Atlanta.

Building Stronger Communities Through Partnership
Affordable housing challenges cannot be addressed by one organization alone. Meaningful progress requires collaboration among local governments, housing authorities, nonprofit developers, lenders, builders, community organizations and residents.
Community Housing Capital’s support of the WORTH Atlanta Homeownership Collaborative demonstrates how a mission driven financial organization can contribute to a regional effort that includes Clayton County.
Although its work often takes place behind the scenes through financing and partnerships, that support can help nonprofit developers obtain the resources needed to create homes, preserve existing housing and expand pathways to homeownership.
For Clayton County, partnerships like WORTH offer an opportunity to connect local housing priorities with regional expertise, financial resources and organizations committed to building more stable and inclusive communities.
