College Park City Council Officially Adopts 2026 Comprehensive Plan, Setting Direction for Future Growth
The College Park City Council has officially approved its 2026 Comprehensive Plan Update, establishing a new long-term framework for development, housing, transportation, infrastructure, and economic growth.
During its October 19, 2026, meeting, council members unanimously approved Resolution No. 2026-25, adopting the updated plan. The council also unanimously approved Ordinance No. 2026-23, amending Section 15-2 of the City Code to reflect the comprehensive plan update.
The decision is particularly relevant to residents and businesses in the Clayton County portion of College Park, where future land-use decisions, neighborhood development, and infrastructure investments may be influenced by the city’s newly adopted planning priorities.

What Is Included in the Comprehensive Plan?
The 2026 Comprehensive Plan Update represents a substantial revision of College Park’s long-term planning framework.
The planning process was designed to address several areas that directly affect residents and businesses, including:
Future land use and neighborhood development
Housing opportunities and residential growth
Transportation and infrastructure improvements
Economic development and business investment
Parks, greenspace, and recreational opportunities
Arts, culture, and community development
The city contracted with Inspire Placemaking Collective earlier this year to develop the updated planning framework. The $145,230 contract included community engagement, demographic analysis, housing recommendations, transportation strategies, and future land-use planning.
What Does This Mean for Clayton County Residents?
Although College Park extends into both Fulton and Clayton counties, the newly adopted comprehensive plan applies citywide.
For residents in the Clayton County portion of College Park, the plan could influence how city leaders approach future residential developments, transportation improvements, commercial corridors, and public infrastructure investments.
The Godby Road corridor and surrounding neighborhoods are among the areas where continued attention to infrastructure, neighborhood conditions, and economic development remains important.
A comprehensive plan does not automatically approve individual construction projects or change every property’s zoning. Instead, it establishes the city’s broader development priorities and provides guidance for future land-use decisions.
City Council Takes Final Action
The comprehensive plan was presented during a public hearing at the October 19 council meeting.
Following the hearing, council members approved both measures necessary to formally adopt the update.
Resolution No. 2026-25 was approved unanimously following a motion by Mayor Pro Tem Joe Carn and a second by Councilwoman Jamelle McKenzie.
Ordinance No. 2026-23 was also approved unanimously following a motion by Mayor Pro Tem Carn and a second by Councilwoman Tracie Arnold.
The approvals complete a major step in College Park’s long-term planning process.
What Happens Next?
With the comprehensive plan officially adopted, attention now turns to how city leaders incorporate its recommendations into future decisions.
Residents should continue monitoring upcoming city council meetings, zoning proposals, development applications, and infrastructure funding decisions to understand how the plan translates into individual projects.
The Best of Clayton County will continue following developments affecting the Clayton County portion of College Park and sharing updates as new projects and decisions move forward.
